What changed legally: in 2025, Nigeria’s Investments and Securities Act (ISA) 2025 formally classified cryptocurrency and other digital assets as securities for the first time, bringing exchanges and Virtual Asset Service Providers under Securities and Exchange Commission oversight.[6] That’s a registration framework for domestic crypto exchanges — it doesn’t license or regulate offshore gambling platforms, and it says nothing about Nigerians playing at them.
