The ASP's public blocklist (maintained since 2021) and a 2021–2022 attempt to restrict payment-operator transactions to unauthorized sites were only partially effective in practice: illegal-site traffic rose 66% in the four months after a January 2022 advertising ban and 50% winnings-tax hike, the opposite of the intended effect. A proposed 6% turnover tax in Moldova's 2027 fiscal package (still in consultation) is separately predicted by at least one Moldovan economist to push more players offshore, not fewer.

Moldova's planned first cryptocurrency law (announced January 2026, MiCA-aligned, tied to EU-candidacy requirements) will legalize crypto ownership/trading but explicitly keeps crypto payments prohibited for goods and services — the same treatment as any foreign currency — and doesn't address gambling at all. No legal domestic path to fund an online casino account with crypto exists even after that law takes effect.

Moldova doesn’t have a licensed online casino industry to compete with — it has a state lottery monopoly with no private competitors at all. Law No. 291/2016 hands the entire gambling sector, online included, to a single state-owned operator, “Loteria Naţională a Moldovei.” There’s no application process for a private online casino licence because there isn’t one to apply for.[1]

That monopoly hasn’t stopped offshore play. Moldova’s Public Services Agency has kept a public list of unauthorized gambling sites since 2021 and has tried blocking access to them.[2] It hasn’t worked especially well: after the government banned gambling ads and raised the tax on winnings by 50% in January 2022, traffic to unauthorized sites rose 66% over the next four months, not down.[3] By 2025 and into 2026, independent industry sources describe enforcement as limited and offshore sites as reachable with minimal friction.

A new tax proposal adds pressure. The National Lottery reported 13.26 billion lei in 2025 turnover — a headline number that sounds enormous but, once you strip out money that gets wagered and rewagered repeatedly, works out to just 536 million lei in actual gross gaming revenue.[4] Moldovan economist Stas Madan flagged that distinction publicly on 13 August 2026, while also warning about a tax proposal moving through the government’s broader 2027 fiscal package: a new 6% levy calculated on total betting turnover, not operator profit, stacked on top of the existing 18% tax on player winnings and 12% operator income tax.[4] Madan’s own prediction is blunt — a turnover tax like this “could reduce the attractiveness of the legal market” and push players toward “foreign or illegal platforms.”[4] The 2027 fiscal policy is currently in public consultation, not yet law.[5]

Crypto sits in its own separate gap. Moldova’s Finance Ministry announced in January 2026 that it’s drafting the country’s first cryptocurrency law, aligned with the EU’s MiCA framework — a requirement tied to Moldova’s EU candidacy. The law will legalize owning and trading crypto, taxing profits at 12%. But it explicitly keeps crypto payments prohibited, the same treatment given to any other foreign currency.[6] Gambling isn’t mentioned in that framework at all. The upshot: even once Moldova has a functioning crypto law, there’s still no legal domestic path to fund an online casino account with it — offshore remains the only option for a Moldovan player who wants to play with crypto specifically.
