Kazakhstan’s gambling law doesn’t leave much room for interpretation. Article 6 of the “On gambling industry” law states plainly that “activities of electronic casino and Internet casino” are prohibited across the entire country — no carve-out, no licensing path, no exception.[1] A separate clause bans offshore bookmakers and totalizators too, unless they hold a Kazakhstan gambling license — which none of the offshore platforms Kazakhstani players actually use do.[1] Operating an online casino became its own criminal offense under Article 307 of the Criminal Code, carrying up to seven years in prison.[2]
That’s the backdrop. Now the part that actually matters for a player, not an operator: crypto is not mentioned anywhere in any of this.
How enforcement actually works — and where it stops. Prime Minister Olzhas Bektenov confirmed in a parliamentary response that second-tier banks blocked 402,000 gambling-linked payment transactions worth over 10 billion tenge between October 2025 and March 2026.[3] Every figure in that statement is about bank cards and transfers — cryptocurrency isn’t referenced once. Domain-blocking is a separate, broader lever: 20,000+ sites in 2024, 75,000 in 2025, and another 62,000 in just the first five months of 2026.[3] That’s real friction — you may need a working VPN or a current mirror to even load a casino’s site — but it’s an access problem, not a payment problem, and it doesn’t distinguish fiat from crypto players.
Crypto has its own law, and it doesn’t touch gambling. Kazakhstan’s Law on Digital Assets (No. 193-VII LRK) covers mining licensing, digital financial assets, and AML/CFT compliance for exchanges — a serious, active regulatory track in its own right, with a revised version taking effect 1 May 2026.[4] It says nothing about betting, casinos, or offshore gambling platforms. Even the government’s own new casino isn’t for Kazakhstanis. A land-based casino complex is being built near Almaty at the Ak-Bulak resort — and it’s restricted to foreign-passport holders only. Local residents aren’t allowed in, by design.
