Finland’s gambling market is finally opening up. On 16 December 2025, Parliament adopted a new Gambling Act ending Veikkaus’s decades-old state monopoly on betting, online slots, and online casino games; the President signed it into law a month later, on 16 January 2026.[1] Private operators can apply for a licence from the National Police Board starting 1 March 2026, and — after a roughly year-and-a-half runway for vetting, technical testing, and financial checks — the first licensed betting sites and online casinos can actually go live on 1 July 2027.[1]
Buried in that same law is a detail that changes nothing for crypto players: licensed operators are barred from accepting cryptocurrency deposits or withdrawals at all.[2] This isn’t a temporary gap that closes once the market opens — it’s written into the framework the market opens under. A Finnish player who wants to fund an account with BTC or USDT will have no legal domestic option in 2027, 2028, or any year after, unless the rule is separately revisited.
Why the reform happened in the first place: channelisation — the share of Finnish gambling that flows through licensed, supervised operators — has fallen from roughly 90% to approximately 50% over the past decade, as players migrated to offshore sites Veikkaus’s monopoly couldn’t compete with.[2] Veikkaus’s own deputy CEO, Velipekka Nummikoski, has put the money leaving the country through those offshore channels at €600–900 million a year.[2] The new licensing system exists specifically to pull that money and those players back inside a regulated system. Banning crypto payments does the opposite for the subset of players who use it — Finland is opening the front door while nailing shut the one path that would matter most to this particular audience.
The contrast is Malta. The Malta Gaming Authority allows its licensed operators to accept crypto deposits under a dedicated Distributed Ledger Technology policy — but only with prior MGA approval, enhanced KYC, wallet screening, and full AML reporting.[2] It’s supervised access, not a free-for-all, and it’s the model Finland’s own reform notably didn’t adopt.
