Colombia is one of the only Latin American countries with a real, working online gambling licensing system — Coljuegos has authorized 14 operators, and it enforces the perimeter aggressively: over 45,000 unauthorized betting domains blocked since 2022, with thousands more requests filed every few months.[1] None of those 14 licensed operators — Rushbet, Stake, BingoCasinos, Betano, Betplay, Wplay, Sportium, Codere, Luckia, Rivalo, YaJuego, Bwin, Zamba, Betsson — take a crypto deposit.[1] Yes, that Stake: the same Stake.com that markets itself worldwide as a crypto-native casino explicitly blocks Colombian players in its own Terms of Service, walking away from the market rather than trying to operate a fiat-only version of itself there.

The government isn’t unaware that crypto betting exists — it taxes it. Decree 0240 of 2026, signed March 12, 2026, created a 16% national consumption tax on online gambling for the year, and it defines a taxable deposit as “el pago en efectivo o las transferencias de dinero o criptoactivos” — cash, or transfers of money or crypto-assets.[2] That’s the same clause structure Coljuegos used seven months earlier to justify blocking Polymarket, which it named directly as a platform running “apuestas en criptomonedas sin la respectiva autorización” — crypto bets without authorization.[1] The state has written crypto into its tax code and its enforcement language without ever building a licensed path for it. If you want to bet with BTC or USDT as a Colombian player, there’s no domestic operator that takes it — offshore isn’t a workaround for the tax, it’s the only way to use crypto at all. That gap exists against a backdrop of real demand: Colombia recorded $44.2 billion in crypto transaction volume between mid-2022 and mid-2025, the 5th-largest market in Latin America, with stablecoins making up over half of all Colombian Peso exchange purchases in the most recent year tracked.[5]

A tax regime worth knowing about, because it just changed twice in one year. A 19% VAT on betting deposits ran from February to December 2025, was revived by a second decree in late 2025, and got struck down entirely by the Constitutional Court on April 15, 2026, which ordered refunds.[3] The 16% consumption tax that replaced it in March 2026 rests on a separate emergency declaration the Court upheld on June 24, 2026 — a firmer legal footing than its predecessor, at least for now.[4] Either way, it only touches Coljuegos-licensed operators. Offshore crypto casinos were never inside that framework, so the tax swings back and forth without changing anything for a player using one.

What that means in practice: none of this criminalizes the player. Coljuegos’ enforcement — the domain blocks, the tax rules — targets unauthorized operators, not the person placing a bet with one. We checked every casino in our database against its own Terms of Service for an explicit Colombia or CO restriction — Stake is the only one on our list that blocks it outright. Eight of the rest, one of the most open lists we’ve compiled, are covered below.

How we verified: each casino’s Terms of Service was checked directly for a Colombia/CO restriction. Colombia’s tax decrees were confirmed against the official Función Pública Gestor Normativo (the government’s legal-text repository) and Coljuegos’ own published statements, not news summaries.
